In the beginning of this year, the government decided to attract more investments to low-density areas of the country by eliminating Lisbon and other big cities from the Golden Visa Program next year.
68% of properties purchased this year for Golden Visa were in Lisbon and Porto and only 3% in low-density areas of the country.
Since the beginning of this year and until September, 919 Residence Permits for Investment Activity (ARI) were granted through real estate, in total amount of 488,744,480.89 euros, according to data provided by the Foreigners and Borders Service (SEF) to ECO.
These 919 golden visas represent 932 properties purchased by investors to make the minimum investment required to qualify for the program (through the property investments at least 500,000 euros), explains the SEF.
But let’s look at the numbers more detailed. 551 properties (59%) were purchased in Lisbon, behind is Porto with 77 properties (8.3%), Cascais with 69 (7.4%), Albufeira with 21 (2.25%) and Vila Nova de Gaia with 20 (2.15%). This data allows us to conclude that the majority of investments were made in the main cities of the country, located on the coast.

They aim to relieve the pressure of the real estate market in areas such as Lisbon and Porto, by ending the possibility of obtaining a golden visa through investment in real estate in these areas. “With this measure, we seek to remove the pressure [in the real estate market] existing in the metropolitan areas [of Lisbon and Porto] “, defended the government’s decision, the leader of the socialist bench Ana Catarina Mendes.

However, this week, Jornal de Negócios, citing a government source, said that the government really intends to proceed with these restrictions by the end of the year. ECO questioned the Ministry of Internal Administration (MAI) to try to confirm this information, but at the time of publication of this article, it has not received any response.
