The lowest real estate investment threshold for the Golden Visa Program in Portugal is €280,000. In order to qualify for this option, the property needs to be older than 30 years old, renovated and located in the inland regions of the country.

These are the main rules of this investment category that we will explain in detail in this article.

Investment category: Acquisition and Rehabilitation of Real Estate

One of the investment categories eligible for requesting the Residence Permit for Investment Activity (also known as the Golden Visa Program) is the Acquisition and Rehabilitation of Real Estate, with a global amount equal to or greater than €350,000. However, the value of this investment can be reduced by 20%, going to a minimum of €280,000, when carried out in a low-density territory.

Rules

The investment activity must consist on the acquisition of a property to carry out rehabilitation works, in which:

  • The original construction of the property was completed at least 30 years ago, or
  • The property is located in an urban rehabilitation area (although it may have less than 30 years old), informed by the City Council.

The property can be acquired on a joint-ownership basis or through a company in which the applicant is a partner, since the ARI applicant invests an amount equal to or greater than €350,000.

Required Documents

In order to apply for the Residence Permit, after the effective investment has been made, the following documents will be required:

  • Documents related to the acquisition of the property:
  • Title of purchase;
  • Certificate with the registrations, endorsements and inscriptions, demonstrating ownership, free of encumbrances or charges;
  • Updated Land Registry
  • Declaration from a Financial Institution attesting the international transfer of capital, for acquisition and real estate rehabilitation purpose

  • Agreement celebrated with the company responsible for the property rehabilitation.

If the acquisition and rehabilitation of the property is carried out through a company, a certificate from the commercial register must be presented, demonstrating that the applicant is a partner in that company.

Regions

The properties acquired, only allow access to the present regime, if they are located in the Autonomous Regions of Azores and Madeira or in the inland regions and even in the low-density areas of Portugal. The primary objective is to create an incentive for the development of these territories.
